Notice is hereby given that sealed bids will be received by the Salem County Improvement Authority (SCIA) for the bid for the Landfill Flare Control Panel Replacement for the Salem County Improvement Authority – Solid Waste Division. Bids will be received, opened and read in public at the administrative office of the Salem County Improvement Authority, 286 Welchville Road, Alloway, New Jersey 08001 on July 1, 2021 at 1:00 p.m. prevailing time.
The information to be submitted for consideration is contained in a document entitled “Bid for the Landfill Flare Control Panel Replacement for the Salem County Improvement Authority – Solid Waste Division”. Bids must be made on the standard proposal form in the manner designated therein and must be enclosed in a sealed envelope bearing the following information on the outermost envelope:
- Name and address of the bidder
- Name of the bid: Bid for the Landfill Flare Control Panel Replacement for the Salem County Improvement Authority – Solid Waste Division.
- Bid date: July 1, 2021 at 1:00 PM prevailing time
- Addressed to: Salem County Improvement Authority, P.O. Box 890, 286 Welchville Road, Alloway, New Jersey 08001.
The signed proposal forms must be delivered to the place named above on or before the scheduled bid opening. The accepted applicant will execute the contract within ten (10) days after the Notice of Award.
Applicants are to comply with the requirements of P.L. 1975, c. 127 (N.J.A.C. 17:27) Affirmative Action and P.L. 1977, c. 33 (N.J.S.A. 52:25-24.2) Corporate Disclosure.
The Authority reserves the right to, as permitted by law: (i) not select any of the applicants; (ii) require applicants to submit to a personal interview and/or submit additional or clarifying information; (iii) to reject any and all proposals; (iv) to waive any informalities in the proposals; and (v) procure the articles or services from other sources if deemed most advantageous to the objectives of the Authority.
The Authority’s determination of the applicant who is most advantageous to the goals and objectives of the Authority shall be final and conclusive.
Salem County Improvement Authority Landfill Flare Control Panel Replacement – Summary of Work
The selected Vendor shall supply a flare control panel and motor starter panel with VFDs to control the operations of an enclosed flare and two blowers. The purpose of this Summary of Work is to describe the proposed flare control panel and the anticipated procurement and installation process.
The SCIA Landfill gas collection and control system (GCCS) flare station currently operates a single enclosed flare with a nominal capacity rating of 32.75 MMBtu/hour (nominally 1,000 scfm of landfill gas) manufactured by Parnell. The stack is 84 inches in diameter and 30 feet tall. Landfill gas is conveyed to the flare by two belt-drive centrifugal blowers installed in parallel. The blowers are manufactured by Hoffman (Gardner Denver), Model 4103 with a 15-HP motor. This project will replace the existing flare control panel and motor starter panel with new panels comprised of the necessary components to operate, monitor and control the blowers and flare as specified.
The controls package for the new blowers and flare will replace the existing blower/flare station controls. All installation activities will be performed by others and generally include:
- Site preparation and removal of existing panels to be replaced.
- Installation of new control panel, VFDs, connecting wire and conduit, and replacement sensors and accessories supplied under this contract.
- Installation and connection of remote monitoring and control (RMC) equipment designed and fabricated by others.
All structural supports and electrical connections to provide a functioning system that will provide vacuum to the GCCS and convey the collected gas to the new flare.
